Request for Proposals: PMER Training

Call for consultant(s) to develop and deliver training on planning, monitoring, evaluating and reporting (PMER) for institutional learning & impact

Background

The Institute for Security Studies (ISS) combines research and policy analysis, technical assistance and training, and strategic dialogue to advance peace, security and development in Africa. ISS work covers the following six interconnected areas:

  1. African futures
  2. Gender equality
  3. Africa in the world
  4. Governance, peace and security
  5. National and transnational crime and violence
  6. Climate change and human security 

The ISS annual workplan is linked to a results-based framework (RBF), and regular reports are provided to its trustees, donors and external partners. ISS has a PMER policy to support staff in their application of PMER.

Request for proposals

The ISS requires a PMER system that is adaptable and can readily identify how results are generated, rather than a traditional linear M&E framework focused on reporting results against objectives. The consultant will develop a training course and deliver training to ISS research and support staff on monitoring as an iterative process that facilitates regular feedback and adaptation of assumptions and interventions (including activities and outputs). The training must ensure that ISS staff gain knowledge and skills in:

  1. Planning
  • Pre-planning phase
  • Developing a project and aligning it to the ISS RBF
  • Framing baselines, indicators and methods of tracking
  • Short-term vs. multi-year planning
  1. Monitoring & evaluating
  • Basic principles
  • Monitoring methods: Who monitors? What is monitored? How?
  • Understanding evaluation: purpose and requirements
  1. Learning
  • Use of monitoring data in learning and adjustment
  • Internal lessons learned and sharing
  • External learning
  1. Reporting
  • Reporting requirements
  • Internal reporting
  • Donor reporting

Overall, the core objectives of the training should be for trained ISS staff to understand:

  • PMER and how it contributes to effective strategy implementation
  • Key processes and practices, including data collection and data analysis

The training must be interactive and practical and include case studies, exercises, group work and reliance on ISS working documents for PMER.

Minimum requirements for bidding consultant(s)

Potential consultants must demonstrate:

  • Proven experience in the monitoring and evaluation of peace and security policy research programmes
  • Experience in delivering training on MEL and data analysis
  • Background in training and MEL advising in donor-funded programmes
  • Experience in developing MEL results frameworks and progress reports
  • Facilitation and consultation skills
  • Ability to deliver training in English and French will be an advantage 

Training format

Training should be delivered in person or online and will depend on where the consultant(s) is based.

Expected deliverables

  • Training plan
  • Delivery of training at ISS regional offices in Pretoria, Dakar and Addis Ababa
  • Assessment of knowledge gained by ISS staff as a result of the training

Provisional timeline

  • 31 August 2022: Submission of proposals by the consultant(s)
  • 30 October 2022: Submission of training plan by the selected consultant(s)
  • Between 7 November and 9 December 2022: Training rollout to all ISS offices

Management of the consultancy

The consultant(s) will work under the ISS Director of Operations and the ISS Head of Special Projects.

Submitting an expression of interest

Individual consultants, consultancy firms, national NGOs, or local capacity builders are requested to submit their technical and financial proposals as follows:

  • CV (max 3 pages) of the primary consultant.
  • Statement of expertise (max 1 page). The statement of expertise should include a list of 3 contactable references for similar projects.
  • Concept note (max 4 pages) describing the consultant’s understanding of the Terms of References and outlining the proposed methodology.
  • A financial proposal with a breakdown of costs and the consultant’s daily rate.
